Dear Farmers’ Market Nutrition Program (FMNP) Participating Farmers: The Farmers’ Market Nutrition Program for Women, Infants and Children and Seniors (FMNP) continues to be a valuable source of income for many farmers. During the previous 2013 market season, authorized FMNP farmers from Maryland and contiguous counties cashed a total of almost $400,000 in checks. To continue in the program, you must submit an application-agreement once every three years, and submit the locations where you will be selling for the market season each year. Enclosed you will find the following documents:

USDA prescribes the rules and regulations of the program and USDA requires each state to monitor compliance with these rules. Throughout the market season, “secret shoppers” compliance buyers will visit selected farmers’ markets. In the past the most prevalent violation found in Maryland was the failure to display the farm name and FMNP signage. Please remember to display your farm name and the provided FMNP signs prominently on all market days as failure to do so can lead to sanctions and removal from the program. A much more serious violation is the acceptance of FMNP checks for ineligible items. Also, exchanging FMNP checks from other vendors for cash is strictly prohibited. Serious violations, such as these, will result in the cancellation of your stamp number with our paying bank. Please take a few minutes to review the enclosed list of rules and keep it for your records. To participate in the 2014 FMNP program, you must complete the two-page FMNP Farmer Application-Agreement and/or, depending on your status, the Market Location List, and mail it to me at the address listed below. Your paperwork must be postmarked by April 1, 2014. George Bishoff, Chairman of the Garrett Soil Conservation District, has announced that the soil conservation district will again grant a scholarship to a county student. According to Bishoff, this scholarship is to assist a student who is interested in pursuing an agricultural or natural resources related degree. One recipient will be selected from applications submitted to the Garrett Soil Conservation District and will receive $1,000 after August 1 with proof of enrollment. Eligibility guidelines now allow college students and previous winners to apply as well as high school seniors. In order to qualify the student must be meet the following requirements:
Completed applications, along with a one page essay, are due into the conservation district office by May 1. Selection of the recipient will be made by June 30 by the Garrett Soil Conservation District Board of Supervisors. The Maryland Department of Agriculture would like to invite you to the 2014 Maryland Buyer-Grower Expo on January 22 at the Navy-Marine Corps. Stadium – “N” Room in Annapolis, MD. The purpose of this expo is to connect MD growers, producers, and processors with buyers from grocery retailers, restaurants, schools, and other venues.
The event is set up as a trade show, where growers, producers, and processors are each provided a table to display their business information and products. Products from past events have ranged from fruits and vegetables to dairy, meats, specialty foods, seafood, and wine. Registration is available through the below links. Please be sure to select the link that applies to your organization. The registration deadline is January 7, 2014 to be included in the directory. Over 500 copies of the Buyer-Grower Expo directory will be printed and distributed, as well as a PDF version being placed on our web site.
